Energy saving: heavy investments bring modest efficiency

Though Vietnam’s construction standards were promulgated
in 2006, annual surveys in HCM City show that nearly all the buildings in the
city cannot meet the standards, which leads to a high level of energy
consumption, according to Pham Huy Phong, Deputy Director of the HCM City Energy
Saving Center.
